Handle empty DOCKER_BUILDKIT like unset
This fixes the cli erroring out if the variable is set to an empty

$ export DOCKER_BUILDKIT=
$ docker version
DOCKER_BUILDKIT environment variable expects boolean value: strconv.ParseBool: parsing "": invalid syntax
