cli/command/stack: TestConfigMergeInterpolation: various fixes

- Make the package-level configMergeTests local to the test itself.
- Rename fields to better describe intent
- Remove some redundant variables
- Reverse "expected" and "actual" fields for consistency
- Use assert.Check() to not fail early
